Model Structure

ASTRA – ASsessment of TRAnsport Strategies

ASTRA (ASsessment of TRAnsport Strategies) is an integrated assessment model applied since more than 20 years for strategic policy assessment in the transport and energy field. It covers EU27 Countries plus Great Britain, Norway and Switzerland, and integrates nine modules linked together in manifold ways: a vehicle fleet model, transport model, emission and accident models, population model, foreign trade and economic model with input-output tables, government, employment and investment models. The model is based on the System Dynamics approach and built in Vensim®; it runs until the year 2050 and provides sophisticated tools for sensitivity analyses.

Policy assessment capabilities in ASTRA cover a wide range of policies with flexible timing and levels of the policy implementation. Potential policies include standard setting, infrastructure pricing, fuel taxation, speed limits, carbon taxes, trade policies etc. A strong feature of ASTRA is the ability to simulate and test integrated policy packages and to provide indicators for the indirect effects of transport on the economic system.

Transport

The ASTRA model simulates the transport aspects by means of two classical 4-stage transport models, one for passenger and one for freight transport, including endogenous reactions on all stages. Overall transport demand (including non-motorised trips) is simulated. Even if a full O/D matrix is not modelled, demand is segmented according to trip purpose and modes. Information on the network capacity is considered for the different transport modes.

Transport demand performance by mode for passenger and freight are among the main transport outputs provided.

Economy

The ASTRA model covers various elements related to the macro-economic aspects: supply side, demand side (with a sophisticated investment module), an input-output model (based on 25 economic sectors), employment and government balance. In addition, two trade models are implemented: Intra-EU trade and EU to rest-of-the-world trade.

Gross Domestic Product, employment, consumptions and investments are among the main economic outputs provided.

Technology

In ASTRA, road vehicle fleets are differentiated into different age classes and into different emission standard categories and, for cars, engine type, including also innovative technologies (biofuels, hybrid, electric and fuel cells). Investments and learning curves are included in the simulation of the fleet development process. Efficiency improvements are also included for non-roads modes.

Vehicle fleet composition is the main technological output, combined with the economic aspects related to investments in technology.

Environment

Based on traffic flows, on the information on the composition of the vehicle fleets and hence on the emission factors, the ASTRA model calculated the well to wheel emissions from transport. Besides emissions, fuel consumption and, based on this, fuel tax revenues from transport are estimated. CO2, CO, NOx and VOC are the air pollutants included in the model estimation.
